Under no circumstances should you give any child under the age of 2 a deconjestent.  It depresses their heart rate and breathing rate ie it slows down.  It is potentially very dangerous.  Some things you can try are, Karvol, it is stronger then vicks and in my opinion works better.  You can also get those Olbas air fan.  It blows a menthal conjestion relief around the room.  Other then that, calpol and TLC.  Steem bowls to help lift the conjestion before bed can sometimes help (steeming bowl and towles over your heads) but to be honest babies will not tollerate this well.

You could try a method called pulmonary tolieting.  Lay your baby on your knees tummy down.  With her head very slightly lower then her bum.  Cup your hands and pat her back like a drum for 1/2 min.  She may cough up phlegm.

I wouldnt buy anything over the internet that isnt available in a pharmacy as you dont know what you are getting, or the quality of what you are getting.  For all you know it might be banned by the world health organisation WHO.  Im sure if its not in somewhere like Boots then maybe you can get them to look into stocking it.
